The Moscow nobility lived in and around Moscow and was mobilized separately from the provincial nobility, or, as the expression went, po Moskovskomu spisku. The provincial nobility was organized into companies (sotnf) in the administrative center of the territory in which they lived, usually an uezd.

Nobles had to submit evidence of their status; the committee voted to accept it by unanimous vote or by a majority of two-thirds, and the register, once approved by the gubernia assembly, was printed in three copies, one for the archives of the assembly, another for the gubernia board, the third for the Senate's heraldmaster. Patents of nobility, it seems, were issued by the assembly. Abuses, however, soon crept in, as noble assemblies showed little discrimination about the social origins of prospective nobles.
